The seven-tier framework.

Why the weights are split
Large enterprises carry 35% of the vote — enough to matter, not enough to decide. The small end of the market holds 40% between Tiers 1, 2 and 4, and ministries hold 10%. No category can carry a resolution on its own.
Foreign entity participation
Non-resident international platforms participate through Tier 6 at USD 2,000 a year, adhering to Tanzania Revenue Authority digital service tax guidelines and to the Personal Data Protection Act (PDPA) 2022 standards.
